ISO and NELAC Audits
Dade Moeller performs environmental laboratory assessments and audits to support laboratory certification and to verify compliance with state and federal regulations.

Dade Moeller uses stringent procedures that are updated regularly to remain at the forefront of industry standards for depth and completeness of coverage. Our checklists are based on the NELAP Quality System and cover the full range of industry-approved environmental analytical methods.
We provide consulting to assist laboratories and field sampling organizations to comply with the following:
- Requirements of state law
- Environmental Protection Agency’s (EPA) regulations
- Standards issued by the National Environmental Laboratory Accreditation Conference (NELAC)
- The NELAC Institute (TNI) 2009 Requirements
- Standards issued by American Society for Testing and Materials (ASTM)
- American Society for Quality (ASQ formerly ASQC)
- International Standards Organization (ISO)
Dade Moeller also performs ISO Audits for laboratories that are conducting chemical analyses or supporting national security programs, food and drug programs, performance testing, and environmental analyses.
Data Quality Assessment
The Dade Moeller Data Quality Assessment Process is designed to assure compliance with state and federal regulations, Systematic Planning (formerly DQO) process, and planning documents. We work with the client and laboratories to establish evaluation criteria (ideally during the planning phase). Afterward, qualified personnel review the data against the criteria.
Data Quality Assessment for environmental projects is a two-step process.
- First step: data validation that confirms that field and lab procedures were conducted according to planning requirements.
- Second step: correlates the field activities and laboratory results, and may include statistical analysis, and comparison of results versus Systematic Planning.
Dade Moeller will analyze and validate the data so that that the client will be able to correct deficiencies, if any, and comply with all regulatory requirements.

State of Louisiana Laboratory Auditing and Data Validation
Dade Moeller performed laboratory audits per National Environmental Laboratory Accreditation Conference (NELAC) and Louisiana Environmental Laboratory Accreditation Program (LELAP) criteria for the State of Louisiana Laboratory Auditing Program. Responsibilities included providing technical assistance in auditing criteria and advice on program criteria. Dade Moeller developed training and audit checklists and also provided expert testimony as requested. Our scope of work included:
- Auditing/assessing laboratories seeking accreditation from LELAP
- Conducting detailed data reviews and assessments against the standards of LELAP
- Providing detailed reports of all findings
This project was extended for the maximum allowable period of performance (3 years) because of our commitment to LELAP’s success. Consequently we were awarded a second three year contract to provide additional assessor support. As part of the past and current Louisiana contracts, Dade Moeller assessed approximately eighty environmental laboratories and ten air emission testers seeking accreditation from LELAP. In addition reviewed and approved most assessment reports written for LELAP applicants by other assessors.
Laboratory Assessments and Audits
Dade Moeller has performed more than 200 environmental laboratory assessments supporting various ISO 17025 Accrediting Bodies and external audit support to five NELAC state accrediting bodies. In addition, Dade Moeller laboratory assessors provide consulting to prepare laboratories to meet NELAC, TNI 2009, ISO 17025, and DoD ELAP (Environmental Laboratory Accreditation Program). Dade Moeller has provided audits of environmental proficiency test providers and chemical laboratories and audits of biological, food testing, consumer product and various other testing laboratories. Services include:
- Assessing laboratories for compliance with requirements of industry standards such as ISO/IEC 17025, and ISO 9000 Quality Systems. These standards also include the requirements specified in Environmental Protection Agency (EPA) environmental methods related to the analysis of organic analyses, metals, inorganic analyses and microbiology for drinking water, wastewater and solid waste/hazardous waste.
- Preparing checklists for organic analytical technologies
- Reviewing data reports to ensure all method requirements are followed
- Reviewing records to ensure traceability of standards, identification of all personnel throughout the sample handling and analysis process and to verify all calibration and QC requirements are documented.
